What she had started doing was, every time she just barely sensed a werewolf, she'd apparate away. Just in case a ministry wolf was after her. She was about to leave for an extended vacation soon, but she had to get things in work in order. Otherwise, things might be too suspicious. Scarlett needed to buy a few things from Diagon Alley before leaving, such as clothes and such. If anyone asked, she was buying things for her extended vacation to "Italy," which was in reality, an extended vacation to the United States. They preached about freedom there, she was sure the wizards there would be more than happy to accommodate her. And if not, it was such a big country that she could go anywhere and everywhere and still be fine.
She was bundled up in a large amount of clothing, to try and cover up her scent. Scarlett, as a werewolf, tended to stay warmer than humans. She didn't need all the layers she was wearing, but it was an extra safety precaution. The last thing Scarlett wanted was to get caught. It would be a huge embarrassment to her family, and she'd probably be killed, either in prison or by her family. Hopefully, nobody would even recognize her as she walked into Gringotts and stood in line.
